The plan is that health care workers, especially those in hospitals, are to be first in line for the new flu shots so they can keep the hospitals functioning at prime during a potential outbreak. This sort of strategic plan depends on these same workers taking an unproved vaccine for an uncertain threat that at least half of them have no desire to do.
